Task-trained service animals.
OSAR’s launch program focuses on dogs individually trained to perform disability-related work or tasks.
Identifiable trained work
Examples include navigation, sound alerts, retrieval, mobility assistance, medical alerts, and trained psychiatric interruption or response behaviors.
Owner-trained dogs are eligible
Professional training is not required for basic registration. OSAR does not decide whether a handler has a disability.
Psychiatric service dogs and ESAs
Individually trained psychiatric tasks are within scope. Comfort or emotional support from an animal’s presence alone is outside the registry’s scope.

Registration does not create public-access rights. Applicable law, the animal’s work and behavior, and the context matter. This is general education, not individualized legal advice.
